Abstract
:
Theoretically and practically . Mmanagement interact with the rapid changes and developments taking place around the world, and no doubt, such changes and developments, specially modern technologies which has tremendous impact affected their visions and objectives as well as their decisions and policies. The need for technology of each organization may differ of that of others, according to the nature of the organizations and its work. In this (study ) we investigate/ learn how bureaucratic regulations and routine procedure delay rendering services, specially in the government sector, and the role of modern technology simplifying regulations and procedures of Civil Status Department in Jeddah city. The main objective of this monograph ( study ) focused on the role of modern technologies and to what extent they speed up regulation and procedures in the Civil Status Department in Jeddah in particular. The importance of this study is that it is to shed more lights on the importance of modern technologies and its impact on one side and the obstacles it implementation in governmental sector on the other side. the main assumptions / hypotheses on which this monograph based are: 1. Lack of management regulations which cause difficulties of rendering speed services in government sector 2. Lack of prepared and qualified cadres who can deal with new and modern technologies ( under-skilled workforce ) 3. Financial shortage which affect negatively 4. Lack of technical aspects and regulations 5. There are some obstacles / impediment facing any move towards simplifying regulations and procedure in governmental sector. The study aimed to analyze bureaucratic regulations and routine procedure in governmental sector and how they are delaying rendered services the public . it also aimed to explain the role of modern technology in simplifying regulations and procedures of Civil Status Department in Jeddah city. The researcher depended on survey method using questionnaire to collect data on random basis and it include 27% of the community surveyed. Reached a conclusion that the use of the modern technology and provision of adequate training and required funding will undoubtedly will help simplify regulations and procedures towards quick services to Saudi citizens, moreover, it will improve employee performance . Suggested the following recommendations: Application of new and modern technologies in the government sector as early as possible. Provision of infrastructure and required requirements towards such move Support of managing and administrative leaders who are maintaining powerful influence on their staff and working teams.
